with 'A PRINCIPLED PLAN':

THE NATURE OF WORLD GOVERNANCE:

It is important to have some idea of what the nature of the world governance has been before we get into trying to change it. I will present only a small part of the situation in this book because I think I have presented enough of it in other books. There is no boogeyman and probably no one person and maybe even no one group of people who are at the top of the dung heap that has put nations over people and people over their own mothers and sisters. Paradigm pundits call me a 'conspiracy theorist' and those looking for answers who have found one portion of the elite who they blame for the situation will often call me an agent of the elite. 

The election of Abraham Lincoln in November 1860 was seen by Salomon as merely one step closer to the abyss, and he had nothing but contempt for the new President.

''he is not up to his position and the Republicans themselves regret having nominated him. He rejects all forms of compromise and thinks only of repression by force of arms. He has the appearance of a peasant and can only tell bar-room stories. The other day I saw one of his supporters, who had been to see him at Springfield to chat with him about the situation. He found him seated, legs on the mantelpiece, in shirtsleeves, hat on his head, amusing himself by spitting great gobs of tobacco juice that he extracted from his quid. After conversation which shed no light on the way Mr. Lincoln viewed things, the visitor - who is one of the Republican leaders - went away very disappointed in the future president. In this country, people do not take umbrage at nonentities; the greatest claim to public favour is to be unknown." (1)

Belmont was not in agreement with Salomon as regards the maintaining of the Union and he went over his head to the other Rothschilds in Europe. The full extent of their ability to play both ends against the middle seems largely unconsidered by most historians. The same was true when they were being ousted by converted Jews and the Péreires in the time of Napoleon. The same is true today but you will have to read all my books and many of the source material to get to the point where you can be sure this is at least partially true.

There might be on-the-spot financiers or merchants, or trusted bank employees sent abroad after years at New Court or Rue Lafitte. They became the major importers of bullion from the newly discovered goldfields; in 1855 the London band established its own gold refinery on Tower Hill in premises recently vacated by the Royal Mint." Thus we must look to the Rockefellers and J. P. Morgan and the control of technology through General Electric and many other things which we have done. My own comments on the Peking Man explorations are already too far from the normal perception of the man named Teilhard by even suggesting he was catering to his sponsor. But it would not be the first time that a person was attacked by such an organization (as he often was, and you can see in comments we have quoted from the Catholic Encyclopedia) in order to make a more credible spokesman and agent for their real cause. There is no good reason to further debate Teilhard except for the facts we are about to relay in reference to the Rockefeller Foundation. The Yale connection and the Skull & Bones Society founded by a great Merovingian name (Russell) and the Opium Wars are all related as well. It would serve the reader well to wait and read before making decisions about these things.

"TRANSFORMATION OF THE ROCKEFELLER FOUNDATION

Now a financial problem loomed. The Rockefeller Foundation grant that supported the digging would run out in April 1929. So in January Black wrote the directors, asking them to support the Zhoukoudian excavations by creating a Cenozoic Research Laboratory (the Cenozoic includes the periods from the Paleocene to the Holocene). In April, Black received the funds he desired.

Just a few years before, Rockefeller Foundation officials had actively discouraged Black from becoming too involved in paleoanthropological research. Now they were backing him to the hilt, setting up an institute specifically devoted to searching for remains of fossil human ancestors {The religious tides were changing as their 'Bible Narrative' approach shepherded by Frederick T. Gates a prominent Baptist educator and founder of their Foundation was seen as less influential in bending minds than what is coming.}. Why had the Rockefeller Foundation so changed its attitude toward Black and his work? This question bears looking into, because the financial contribution of foundations would turn out to be vital to human evolution research carried out by scientists like Black {The author of this quote is a historian who is not aware of the nature of the Skull & Bones Society or other Merovingian import.}. Foundation support would also prove important in broadcasting the news of the finds and their significance to the waiting world.

As Warren Weaver, a scientist and Rockefeller Foundation official, wrote in 1967: 'In a perfect world an idea could be born, nourished, developed and made known to everyone, criticized and perfected, and put to good use without the crude fact of financial support ever entering in to the process. Seldom, if ever, in the practical world in which we live does this occur.'

For Weaver, biological questions were of the highest importance. He regarded the highly publicized particle accelerators and space explorations programs as something akin to scientific fads. He added: 'The opportunities not yet rigorously explored lie in the understanding of the nature of living things.' It seemed clear in 1932, when the Rockefeller Foundation launched its quarter-century program in that area, that the biological and medical sciences were ready 'for a friendly invasion by the physical sciences... the tools are now available for discovering, on the most disciplined and precise level of molecular actions, how man's central nervous system really operates, how he thinks, learns, remembers, and forgets' Apart from the fascination of gaining some knowledge of the nature of the mind-brain-body relationship, the practical values in such studies are potentially enormous. Only thus may we gain information about our behavior of the sort that can lead to wise and beneficial control.'

It thus became clear that at the same time the Rockefeller Foundation was channeling funds into human evolution research in China, it was in the process of developing an elaborate plan to fund biological research with a view to developing methods to effectively control human behavior.

Over the past few decades, science has developed a comprehensive cosmology that explains the origins of human beings as the culmination of a 4-billion year process {Make that 5 now} of chemical and biological evolution on this planet, which formed in the aftermath of the Big Bang, the event that marked the beginning of the universe, founded upon particle physics and astronomical observations suggesting we live in an expanding cosmos, is thus inextricably connected with the theory of the biochemical evolution of all life forms, including human beings. The major foundations, especially the Rockefeller Foundation, provided key funding {Eli Lilly was a huge supporter of archaeology with hands-on experience in the Hopewell area.} for the initial research supporting this materialistic cosmology, which has for all practical purposes pushed God and the soul into the realm of mythology - at least in the intellectual centers of modern civilization." A history of the Rockefeller/Rothschild connection back to the Benjaminites and up the founding of the Federal Reserve Board is a most intriguing study. The key word is 'intrigue'. We will have occasion to mention them some more but this particular insight seemed hard enough evidence of the things we speculate about with other evidence in the field of mind-control devices, Black Ops, the Opium War(s) and a great deal that everyone should know in order to try to make the future of their children as positive as possible. There is so much more I could include in this book but perhaps this is enough for now.

GERMAN LAW PROTECTED 'RIGHTS' MORE THAN US LAW:

It was not until after the Nuremberg Trials that the rest of the world put the kinds of protections in place that had already been in place for a long time in Germany but we are found accusing Germans of the heinous crimes we actually lead. It is just like Mackenzie King in Canada who was backing Hitler and his programs in many areas, along with other blue bloods like the Bushes and their bosses the Merovingians.

"Beginning in 1907, with legislation passed in Indiana, forced sterilization on the basis of eugenic doctrine began spreading across the United States, with finally thirty states having such laws on the books. In this century, upwards of 50,000 Americans have been sterilized by order of the state. {Today we have drugs that reduce the libido or sex drive and potency of the less fortunate and victimized masses. These drugs and lobotomies which are still performed in Canada serve the same purposes.} The constitutionality of such compulsion was upheld in 1927, when the case Buck vs. Bell went before the Supreme Court. With only one dissent, the court said, in a majority opinion written by Justice Oliver Wendell Holmes:

'It is better for the world, if instead of waiting to execute offspring for crime, or to let them starve for their imbecility, society can prevent those who are manifestly unfit from continuing their kind. The principle that sustains compulsory vaccination is broad enough to cover cutting the Fallopian tubes.'

The court, in other words, went beyond saying that a person is guilty until proven innocent; it declared that hypothetical persons were presumed guilty of criminal intent even before being conceived and may not be brought into existence. The 1927 decision has never been overturned, and is still a part of the law of the land.

After World War II, German lawyers defending those accused of being Nazi war criminals for having forcibly sterilized two million people as a part of Nazi racial doctrine pointed to the sterilization laws in America and the 1927 Supreme Court decision as justification for their clients' conduct.

In his recent book, The Nazi Connection: Eugenics, American Racism and National Socialism, Stefan Kühl traces the relationships between the Nazi racial theorists and members of the American eugenics movement in the 1930s. American eugenicists and German advocates of "racial hygiene" were already communicating and sharing ''scientific'' information before the First World War. The conflict in Europe, and particularly American entry into the war against Germany, broke off all such ties. But shortly after the war's end, contacts began to reemerge, with their American colleagues being especially helpful in getting German eugenicists accepted back into their community of scholars.

Throughout the 1920s, the German proponents of racial sterilization drew upon the arguments of their American counterparts, using data the American eugenicists had collected to justify the case for distinguishing between "superior" and "inferior" racial types; they also made the case that America was more enlightened and progressive in its racial policies, since numerous American states had passed sterilization laws, while German law was "backward" in its narrow defense of individual rights that frustrated equivalent German legislation.

With Hitler's coming to power in 1933, Germany's racial hygienists came into their own, with institutes for race science and research being established or expanded. They solicited articles by many of the leading American eugenicists for their "scholarly" journals, translated many of their works into German, and gave them wide distribution. The Nazis used these American books and articles to demonstrate that they were not alone in the world in advocating compulsory racial improvement and purity.

A number of American eugenicists happily cooperated. Harry L. Laughlin, who authored the "model" sterilization law for Virginia that was then copied by several other states, saw his proposals explicitly implemented in Germany's 1933 Hereditary Health Law, that prohibited racial intermarriage and codified forced sterilization in the new Germany. As a tribute, the University of Heidelberg awarded Laughlin an honorary degree in 1936, which he enthusiastically accepted.

Even in the late 1930s and early 1940s, some American eugenics publications refused to criticize Nazi race policy in general or legal persecution of the Jews in particular. Some of the leading eugenicists argued that to do so would be to unjustifiably mix science with politics." (4)

The leader of the House Un-American Activities lynching was John Stennis who kept the real Holocaust(s) alive in his words 'They Killed our Savior' long after Nuremberg where the Nazis were not allowed to mount certain Synarchy defenses that might have educated the world about the truth of what happened in Germany (and Russia).

A PRINCIPLED PLAN

The motivations of those in power must be evident and ethical. That was the case when the ruling body of the Keltic clandoms of Atlantis (NW Europe and islands of the Mediterranean as well as missions in the Americas and at times co-ventures with Phoenicia or Mu) met each day. It was three women and three men of the best training and proven performance. None but the Druidic trained were eligible. This schooling was integrative and complete in all areas of knowledge to the point of understanding enough to have no fear or need of 'expert' influence. The six King/Bairds ruled from their acceptance till their death or 25 years. At the end of that term there was a great celebration or wake. They were the guest of honor along with captured enemies and criminals who did not find favor in ostracism. They all would be placed in a wicker wood enclosure and burned. There was no reason to sell favors or feather any nest eggs. If an administrative Ovate or Bishop was to be found transgressing any law or regulation they would pay four times the dire fine. They could not hide behind their subordinates as the politicians like Nixon and Bush did recently in Watergate and Ollie North, etc. They would be fined the same fine as their lackey or helper who was fined. The Brehon Laws were situational ethical constructs that placed a high awareness on the psychological and spiritual reality in their decisions. A poor man stealing bread might be given more food; but a person of substance who took advantage of the poor would be made significantly less powerful.

Six is a good number for decision making committees. These six people should have different strengths and expertise as well as an irreproachable public persona. With immortality imminent (900 years according to articles in Scientific-American) the term could be a century or more. I would imagine the group might want to replace one member every few years by means of a majority vote. I think a mandatory replacement of two people every 50 years would keep a core group of recognizable motivational wise people. These replacements could be drawn from a clan council (of old) or Advisory Panel of helpers. This panel should be taken from all walks of life and all areas of expertise. It might need to place weight in areas of social import such as the war on women, and thus have more women than men at first.

PEROGATIVES OF PURPOSE:

The mission statement is simple - improve the quality of life! The means might change over time at the request of duly elected officials of the United Nations. Such requests would not have to be honored by the six members of the head council. They would initially pay a lot of attention to transparency issues such as the oversight of policing and espionage agencies. Their access to information would be total, but their power would come from their message and wisdom NOT by means of force. A lot of public forums such as the U.N. would happen on a regular basis. Encouragement and media exposure combined with ecumenical initiatives would be paramount at first. By telling people about technology that can determine guilt in many crimes through MRI memory scans they would end a lot of legal wrangling and correct a lot of social ills. The money they would receive from estates and charitable donations would be used to create model programs to demonstrate more efficient and humane management of society.

Their web-site would operate as a continuing forum on many issues with worldwide input and access. Countries like China that seek to limit access would find G-7 countries no longer willing to trade with them. Through access to truth people will become empowered! Once empowered, they will demand change. The lack of a moral voice and such access is all that stands in the way of the following:

1) The end of the war on women - No arranged marriages
- Rights of property and abortion
- Equal voting rights and education
- No exclusions from priesthoods
- Protection from incestuous and ethnic practices like genital disfigurement and being thrown alive on husband’s funeral pyres

2) Ending standing armies and secret agencies, over time

3) International Policing of technologies such as biologics or genetics.

4) A World Court with its own policing agency and the necessary means to enforce their decisions, including IMF and World Bank support. It might not use these current names or structures.

5) The end of safe havens and tax incentives or exclusionary practices for international criminals like drug lords and arbitrageurs.

6) The end of ecological predation and destruction.

7) The creation of hope for all with the desire to participate and assistance for them to make a better and more soulful world.

8) Research into possibilities for improvement of all aspects of society that must focus on love as the guiding force.

9) Worldwide access to telomeres and gene therapy to make individuals who live in JUST societies to be nearly immortal.

POWER, REMUNERATION AND DUTIES: -NONE!

Expenses would be paid for by the Advisory Panel member’s donations. They would put their assets in a blind trust and have no need of any legislated power. The truth and wisdom of their message would be all they need to do these things and more.

HOW NAIVE?!

Principled people like the Gracchi and Cathars have tried this kind of thing since before the time of Lactantius or Mani. Without authority there is no reason to believe effective and responsible people will want to try to change the world. Goals need to exist and mere principles based on love and other 'airy-fairy' wishful thinking of the bleeding heart variety has no chance of succeeding.

The World Wide Web makes it a different ball game. There is a group of internationally recognized philosophers creating social salons to augment the growing 'critical mass' of RIGHTeous people already. Marianne Williamson and Deepak Chopra along with their friend Wayne Dyer and others are not stupid or solely intent on marketing their message of renewal and soulful purpose. I think the pressure to make this organization take a more active role in government might not be taken on. In some cases they might be able to do some good in these arenas for a short time. It would be essential to never get involved in gutter politics and keep the message clean. Imagine the conflicts over who got to sit on these positions of honor and trust. Would the Catholic and Islamic representatives have to be female? Why have a shaman or a Yamabushi? What expertise does the Green Party or Amnesty International bring that better people can't provide? Who is John Ralston Saul and what gives a monarch any moral standing even if he is different like Prince Hussein of Jordan? Why are there so many Hollywood people or Americans like Oprah Winfrey and Jimmy Carter? The scientists are the culprits and the proselytizers are the worst criminals of all history, why let their voice be heard anymore? Who represents US!!???

The arguments would be extensive as agents of the old order saw what the future held for them. If this organization kept to its principles and told only the truth about its attackers rather than normal politics, it will succeed. There is no need to get anyone's approval or any government either.

Who would be the person to start this organization? Bill Gates and his wife Marilyn could put their $17 Billion Foundation to good use in such a purpose-oriented educational medium. Marshall McLuhan was right when he said give me control of the media and I will control the nation. Let us all encourage each other to take back control of the message, and make sure the messenger is honest!

My Recommendations:

THE BROTHERHOOD OF MAN: PRINCIPLES AND PLANS FOR HARMONY!
SPECIFIC PROJECTS:

l) End all standing armies (Einstein, Gandhi and Annie Besant)
A phased-in centralization of the present loose U.N. and NATO objectives will easily garner the support of over 100 nations. The small and often ill-equipped nations will love the protection but will they abide by the principles that must be agreed with and followed in a verifiable way. The long term objective of total disarmament will take time but save a lot of money and lives. If incentives and sanctions are properly constructed it will take very little more than education.

Action Plan:

i) The leaders of the G-7 nations will adopt the policy of the World Council on Peace and Love (Shalom), within two years from the formation of this austere group and their advisory councils, or Elders.

ii) Create a training academy for police people called the Bertrand Russell Peace Academy. It will report to the enforcement arm of the World Court in The Hague. It might retain the name Interpol but its methods and legal auspices will be enhanced.

iii) Utilize cost savings in every country according to the Principles and give first priority to the restitution of those disenfranchised through past actions of the Church (for example, women and natives). A small percentage of cost savings will be allowed to go to reduce taxes if educational goals are properly funded.

iv) G-7 countries will retain overall military budget including spy agency costs at the current level. These funds will be given to the International Police Agency and they will sit on the Board of Accountability for the expenditures and results. Citizen oversight will include Amnesty International and other agents shown to be in concert with the Principles. They may be encouraged to amalgamate their efforts and impact. This will save money and wasted effort or crossed purposes. This funding from G-7 countries who will disband all personal activities that empower themselves or lead to industrial or other espionage, will continue until the World Court determines all issues are dealt with and the Council may find other uses for it, in areas like Space Colonization.

v) Upon the recommendation of Council or the Police (and World Court) trade sanctions will be rigorously imposed. Incentives such as foreign aid will cease and those who break the laws will pay for the FULL costs of prosecution and not be allowed to participate in future governing activities if the charges are serious. Their cronies will not be able to hide behind them and all veils of structure and bureaucracy will be legally piercable.

vi) Educational targeting of the population of said countries will include information on how their leaders are engaged in any nefarious acts against the good of their citizens. This might include psy-ops equipment and will include the World Wide Web.

vii) Intervention by forceful means will start (if deemed warranted) through the use of laser weapons that are already in space, targeted at the leaders and their personal resources. Computer and other Info Warfare will include seizing bank accounts and creating havoc among the rich and elite of said country. Exceptions to this strategy will be made if these rich people have proven their continuing value and commitment to the PRINCIPLES in the eyes of Interpol of the World Court.

2) Earth Ownership of Space Colonies (John F. Kennedy and Francis Bacon)
Description - General:

The existing space agency that has twenty countries and is headquartered in Geneva will become the first coordinated Government FOR all people on Earth. The assets and profits less liabilities will be owned by the citizens and inhabitants of the countries who follow the PRINCIPLES. The Alaskan oil revenues might provide a model or example for how this is to be done. The Gene Roddenberry Institute will be created to examine the formulation of Prime Directives and enabling laws for utopian organizational structure and government in space. The populous nations of the world will have to institute more humane and realistic controls on the growth of their populations if they are given life-extending telomeres and gene-therapy. Their citizens will become major purchasers of goods and services that will enhance existing corporation’s profits as well as the enterprises in space. It will take a century before cash reaches the hands of the people on Earth and no hypothecation of these funds will be allowed. There will be a need to evaluate procreation rights as people live longer.

Some kind of entrepreneurial incentive plan without long term ownership of land could be used. It might be a management results oriented idea such as corporate bonuses in major corporations, with public funding administered by educational organizations such as research institutes or think tanks that are now functioning. There will be a great deal of job creation on earth as the assets that are now expended in bombs and weapons systems get diverted to productive purposes. The explosion of the bombs wastes the value of the target as well as the bomb and its delivery support administration. The Mars terraforming project that could be paid for out of existing NASA expenditures is estimated to cost $5 Billion a year for twenty years before man can walk on the surface without a space suit. It will take a total of 150 years before the flora and fauna are quite like Earth.

Contemplative Initiatives:

i) Ethical issues must be fully considered before programs are ramped out. For example the von Neumann probes might upset the natural evolution of sentient beings on other planets as they take genetic material to these planets. My input (for what it is worth) is that we are entitled to do this on any planet that we have reason to believe has not developed a creature more complex than ocean life was on earth before animals. Beyond that there may be other situations wherein we need to be sure we are improving the soulful existence of the life that is on every planet.

ii) Funding of the space programs seems to be proceeding with a lot of magnanimous input from countries like the U.S.; and international ownership of the moon and even Antarctica show the necessary ethics are being proposed. However, I can imagine there might be corporate back room deals or Masonic involvement that we are not apprised of, by the media. It should be clearly projected and used as a model of human behaviour, so that anyone who wishes may take the time and inform themself about the plans for space. Sale of bonds bearing interest might accelerate the program to colonize the third planet in the Alpha Centauri system. It will take fifteen years to get there and a few years to build the space ships.

COUNCIL OF PEACE AND LOVE (SHALOM):
PRINCIPLES OF THE BROTHERHOOD OF MAN (IESA):

1. Love should be the guiding force in all actions. Any act that diminishes one life diminishes all life and the decisions of man must respect all life. Though the 'greater good' may sometimes lessen the potential of other life it should always be in view of a greater harmonizing growth of God (the 'forces of nature', Allah etc.). This principle might be known as ecumenicism. The head of the Club of Rome has recently written about the difficulty of finding these terms or Principles so that humanity can talk and plan together.

2. Laws shall exist for the benefit of everyone equally. Nations will not have double-standards of prejudicial content against women, for themself against other nations, or for any possible patronage or preference. Criminals will not be able to hide in sovereign nations to avoid the World Court’s laws.

3. In recognition of the immortality of the soul and the harmonizing purpose that all life shares in; there shall be a principle that might be known as beauty or ecology. The human life that sustains itself by use of the grace of nature will not act to destroy nature so that future generations will enjoy all that we can share. To this end sovereign rights will be limited and new technology will be regulated. The polluting effect of converting nature to the needs of man will be a priority of science to circumvent through replication technology.

4. Honesty and transparency of organizational behaviour will be paramount. Secrecy and empire-building will be altered through citizen oversight and sunshine laws that require organizations to continually rationalize their existence and try to minimize future need for their existence.

5. Corrective action to remediate the existing inequities will be a short term necessity. Immigration, pollution, ethnic and religious prejudices including the 'War on Women' will have to be addressed.

FORMATION OF THE WORLD COUNCIL ON PEACE AND LOVE (SHALOM):

Proposed Founding Members and the Process of Selection:

Jimmy Carter may be too old unless the telomeres are able to reverse the aging process in the near future. He would be a good person to assist in the selection and constitution of the people who would lead the first council; he could remain as an advisory panel participant and spokesperson.

Oprah Winfrey's 'Remembering Your Spirit' segment is in line with the educational approaches to ecumenicism. It could be expanded on the World Wide Web and used as a model for people to continue their education in night classes and parenting for 'Positive Value Systems' such as the approaches of logotherapy. Co-operative learning and group behaviour is something that should embrace each different learning style so that people who are linearly oriented will understand their creative spatial potential and vice versa. She would be a good candidate for the first Council membership which would only be six in number. Six is a good decision making group and it would be comprised of three women and three men. An argument could be made for more women on the first Council.

Oprah is well known and commands respect in business, media and the population at large. Her ability to galvanize awareness and diplomatic skills would allow her to be more than a great selection, as well as a role model.

Craig Venter is the firebrand entrepreneurial scientist who made his mark in the development of the human genome map. His scientific approach to making things happen rather than conventional 'reductivist' paradigms would empower the group to be more creative and proactive. There are others who would fill this bill, such as Ray Kurzweil or Fritjof Capra. The term of the initial Council might be ten years and expanded to more time as the life prolonging techniques are put into common use. It would therefore be important for the team to enjoy each other and find the right mix of styles and approaches as well as expertise.

Marianne Williamson is part of a group of 'New Age' philosophers and philanthropists who have a similar ideal to what is being proposed herein. Their salons are new and have no present political goals but would be a great tie in with this educational and supportive Council. This group includes Deepak Chopra and Dr. Wayne Dyer, who are both excellent candidates for the advisory panels. They are all eloquent spokespeople whose influence and audience will support this idea. Marilyn Ferguson might be a good choice as well, and their nurturing personalities would be good for the team.

Gloria Steinem is well known and politically aware. She might be willing to become involved as a personal assistant or coach for an Islamic woman or the model who is leading the fight against genital disfigurement. It is good to have as many different ethnic backgrounds in this high profile position as possible in order to generate public enthusiasm and provide 'role models' for all citizens of Earth. Bill Joy has shown courage and 'openness' as well as having the background in technology that would enhance this team so that they might not need many experts to give input. I personally would not mind Bill Clinton being on this team, but I recognize he has some P.R. problems that would come with him. The legal and political savvy as well as the ability to reduce things to simple and communicative words is the gift he would bring to the enterprise. He might have a role as panel chief on Re-structuring the Law and authority of the World Court.

The auspices of this organization will be to influence public opinion and their expenses would be paid for by grants and donations. They will set an example of volunteerism that will motivate and duplicate throughout all strata of humanity. Their message and ideas will be taken over the heads of political power seekers directly to the people in a fully trustworthy manner. This will make their diplomatic clout immense! Some of those involved in Marianne Williamson's social salons are well situated financially as well. Any politician who stood in the way of HOPE for all mankind might have a far shorter career than he/she had hoped to enjoy. This could even be true for the official head of the Knights Malta - the Pope!
